Роль социальных работников в разработке политики.



 

Поскольку социальные работники обыч­но решают проблемы людей в конкретных ситуациях, именно они более других способны разработать программы и политику для реше­нии целого комплекса проблем, связанных с самоубийством и попытками самоубийства. Склонные к самоубийству люди, которым оказывают помощь службы здравоохранения и психического здоровья, очень похожи на клиентов, обремененных множеством проблем и часто посещающих социальные агентства и психиатрические центры. Если взять все уровни социального обслуживания, то со­циальные работники, вероятно, имеют более широкие и тесные контакты с потенциальны­ми самоубийцами и их семьями, чем боль­шинство других специалистов. Социальные работники часто координируют деятельность центров предотвращения самоубийств и уп­равляют ими. Их задачей является распрост­ранение знаний о самоубийствах. Действуя в кризисных и чрезвычайных ситуациях, со­циальные работники часто первыми встреча­ются с попытками и жертвами суицида. По­скольку же социальные работники имеют дело с пострадавшими и их семьями, начиная с первой встречи и до их возвращения в обще­ство, их контакт с такими лицами является самым длительным.

Приоритетным местом социальных ра­ботников в обеспечении обслуживания объяс­няется та активная роль, какую они должны играть в научных исследованиях и развитии моделей вмешательства в суицидальное пове­дение. Отметим здесь два научных исследова­ния, авторы которых — Дж. Гиббонс и др. (1978) и А. Иваноф (1984).

Исследование первичных мер предотвра­щения самоубийств приводит к выводу, что до настоящего времени усилия по снижению уровня самоубийств не имели успеха. Публи­кация К. Уондри (1985), выявляющая харак­терные особенности женщин, покушавшихся на самоубийство и затем повторивших свои попытки, явилась важным шагом вперед. По­пытки вмешиваться в суицидальное поведе­ние людей, которые уже пытались покончить с жизнью, можно расценить как более успеш­ные. Однако неясно, что здесь является опре­деляющим и как повысить эффективность первичных мер предотвращения. Социаль­ные работники могут развивать и проверять модели вмешательства, систематически опи­сывая и оценивая разные ее компоненты.

Задача установить приоритеты в научных исследованиях самоубийства непроста, по­скольку недостает подходов на уровне поли­тики, программ и практики. Конечной целью исследований является снижение уровня са­моубийств и покушений на них. Эта двоякая цель обусловлена стремлением улучшить по­ложение дел и извлечь максимум пользы из дорогостоящей системы государственного здравоохранения.

Из обзора литературы можно сделать сле­дующий вывод: природа самоубийства и суи­цидных попыток недостаточно исследована и требует дальнейших уточнений. Определе­ние проблемы и связанных с нею факторов является важным шагом в развитии теорий суицидального поведения. Эту задачу еще предстоит решать.
