Requirements to measurement assurance/metrological support

Metrological provision applies to information-measuring channels, lines and sensors, algorithms implemented ACS TP process control, including computational algorithms.

The structure and content of works on the ACS TP measurement assurance at all stages of design, implementation and operation shall meet requirements of the Law of Ukraine “On metrology and metrological activity”, GKD 34.20.507-2003 “Operation of power station and power grids. Rules”.

Measuring instrumentation employed in ACS TP, shall be included in the state Registry of means of measurement as the instruments permitted for us in Ukraine or pass the State metrological certification.

The ACS TP measuring channels in the course of ACS TP trial operation shall pass metrological certification according to the developed programs and methods that are to be used further in the ACS TP operation for periodic testing of their metrological characteristics.

Requirements to spare parts and accessories

The Supplier must provide a list of spare parts, supplies and equipment necessary, in his opinion, for the construction, installation, commissioning, and maintenance and repair of the SHS for 10 years of operation of the equipment.

The scope of spare parts shall ensure meeting requirement of preparedness and serviceability of SHS throughout the guaranteed service life.

The equipment set shall include specific checker devices, which are required for assembly, adjustment, start-up, maintenance and repairs of every supplied item of software/hardware (microprocessor-based checker devices, digital equipment testers, calibrators for checking the measuring channels etc.).

Requirement to Documentation

The producer (supplier) of each system (subsystem) as part of ACS TP should provide a complete set of technical and operational documentation in Ukrainian or Russian, composed of all necessary for design, installation, adjustment, start-up, commissioning, ensuring the correct and safe operation, equipment and SHS maintenance that are delivered.

It agrees with GOST 34.602-89 and with RD of 50-34.698-90 requirements to documents which should be given out, regulated on the basis of table 2 GOST 34.201-89.

Technical documentation

All hardware and software components of supplied system must be provided with the standard technical documentation of the Supplier, including:

· Technical forms on the components of hardware with confirmation (certificates) of the requested technical and functional requirements for these components, which may be set out in the technical descriptions and specifications of supplied hardware.

· Conformance certificate for provided within the system software data exchange protocols, confirmed by authorized testing centers.

· Software components documentation, including:

- Description of software components

- User’s guide

- Instructions for installation and maintenance of software

- Service instruction for operating personnel

Project documentation

At development stage ACS TP project documentation in full according to GOST 34.602-89, GOST 34.201-89 should be executed, RD50-34.698-90 and to include the following sections:

· all-system decisions;

· information support;

· organizational providing;

· technical providing;

· software.

Besides, should be presented:

· scheme structural of the system’s complex of means;

· scheme of cable channels (FOCL, communication, etc.);

· the scheme of secondary connections between hardware components ACS TP and external relations;

· journal of cables and wires;

· equipment specification;

· sheet of requirement for materials and local estimates;

· connection diagram of external wiring;

· linkup diagram of external wiring;

· table of connections and linkups;

· general drawing;

 

· layout of wiring, equipment, installation of technical equipment;

· schemes basic.

As a part of project documentation it should be executed:

· calculation of reliability of ACS TP according to a IEC standard

· calculation of efficiency of ACS TP according to a IEC standard.

Detailed documentation on the ACS TP should be coordinated with the corresponding services of the Employr with the established procedure.

Operational documentation

Operational documentation should be developed according to requirement of GOST 19.503-79, GOST 19.504-79, GOST 19.505-79, GOST 19.508-79.

Into structure of operational documentation should enter:

· passports (forms) and maintenance instruction on means which are delivered;

· an explanatory note describing the software and hardware complex, process data, a general description of the system;

· documentation for the software components of the system, including:

 

- description of software components;

 

- user’s guide

- instructions for installation and maintenance of software

- service instruction for operating personnel

· set of technological schemes ACS TP, schemes of communication network;

· sheet of the technical and operational documents;

· equipment specifications;

· sheet of machine data carriers;

· technological instruction;

· service instruction on technical means;

· user’s manual;

· user’s manual for individual software systems;

· instructions on formation and maintenance of databases (data set);

· programs descriptions;

· descriptions of databases (data set);

· tutorial on installation and adjustment of equipment and software;

· programs and test procedures for commissioning and periodic inspections during operation;

 

· protocols of measurements of parameters of communication lines, protocols of adjustments of software and hardware;

· service instruction of technical means of control system;

· description of the used data exchange protocols and internal addressing of terminals, controllers, etc.

Provided documentation should correspond to norms of USPD (unified system for program documentation) (except documentation on an operating system, DBMS/database management system and other software products of foreign producers).

All documentation is provided in paper form and on the electronic carrier (an optical disk). Documentation list if necessary can be expanded.

Requirement for acceptance tests

General

Supplied system must pass the following tests:

· Factory tests

· Testing the individual subsystems in the implementation of commissioning

· preliminary tests

· Trial operation

· Acceptance tests into commercial operation

All types of tests except the factory, held at the facility of installation

Factory testing of the system are conducted by the Supplier at the site of the Supplier in the presence of the Employer.

The purpose of the above types of tests is to verify compliance provided to the acceptance system with approved specifications.

By testing the system shall be presented, comprising:

· Complexes of means, mounted in the required constructive in accordance with the working drawings and prepared for transfer into operation with service equipment

· Operational documentation, including:

- Technical documentation for the supplied hardware

- Documentation of the system working draft

- Software as installed on the hardware configured programs

- Operational documentation developed by the Supplier, necessary and sufficient, in his view, for the correct operation of software and hardware components of the system

· Spare parts, tools and devices for testing the operation and adjustment of software and hardware, as well for the control of metrological characteristics of measuring channels of software and hardware

Guarantees

The Supplier must ensure reliable and efficient operation of the whole system provided in accordance with the technical specifications for the system.

The warranty period for technical equipment must be at least 36 month from the date of delivery to the Employer on conditions that storing them at the Employer’s site, installation and commissioning works in accordance with the specifications of the Supplier

During the period of the warranty the Supplier must perform a warranty repair of technical equipment and eliminate errors and/or discrepancies with the technical requirements in the software of the system.

In the future, the Supplier should guarantee the supply of spare parts to the extent necessary for a fee the entire life of the hardware.

The Supplier must offer the terms of maintenance after the warranty period in the framework of a service contract.
