All technical means of ACS TP must be operated in a mode of work around the clock without a permanent staff on site. Maintainability of the hardware on the grid object should be ensured by replacing the damaged functional module (block) or a model element replacement, followed by its repair in the Supplier’s service center. The median time to recovery of the hardware operation condition must be no more than 2 hours with a time troubleshooting. The Supplier must provide a recommended set of spare parts, based on the life of the system’s hardware: · substation level (upper level): workstations, servers, network equipment – not less than 7 years · controllers, IED, transducers, etc. – at least 15 years Composition of SPTA agreed at the design stage (of the contract). Complex ACS TP hardware must have built-in self-diagnostics with a view to continuous monitoring of performance, and to identify functional modules or components that require replacement. ACS TP system should be composed of image display of the results of the test control of its various components. AS part of ACS TP, hardware must be supplied with the necessary maintenance facilities, providing equipment workstation of operating, maintenance personnel system administrator. Arrangement of power supply Power supply of hardware equipment of connection level must be provided by the DC board voltage of 220 V. Power modules of lower level devices must be redundant and connected to two independent network of DC power. Power of hardware equipment of substation (upper) level should be provided by the supplied guaranteed power supply system. Interruptions in the power supply system should not be. The guaranteed power supply system must be based on redundant inverter 230 V AC/220 V DC – 230 V AC, which is powered by redundant AC power (230 V AC) from the auxiliary board and DC (220 V DC) from the DC board. The output of guaranteed power supply system shall have 2 independent power lines, which energize redundant power servers, network switches and other equipment with two power supply units. Redundant operator and engineer workstations and printers are supplied from one of the power lines. The Supplier shall provide a calculation of electricity supply for the guaranteed power supply system. If the calculated capacity of the system of guaranteed power supply of more than 10 kW, the connection to the AC power must be three-phase. Supplied system of guaranteed power supply should have a power reserve of at least 25% of the calculation. Requirement for Embodiment of Control Cabinet ACS TP equipment must be installed in cabinets of unified standard sizes 800x800x2000 with unilateral or bilateral access for maintenance. When there are LED signal indicators on the faceplate, the cabinet door shall be transparent. All external cable connections, the connections between the cabinets must be carried out through a set of terminal blocks installed in cabinets or intermediate marshaling cabinets. Cabinets for equipment allocation must be equipped with devices to provide the required heat setting conditions of the installed equipment, service outlets (220 V AC) and lighting. To ground the body of the device to be placed in cabinets, cable shields, etc., inside the enclosure, preferably to provide a special copper bus. Grounding of cabinet construct must be carried out in accordance with GOST 12.1.030 to the general contour of the ground. Cabinets must be equipped with mechanical locking doors (locks), excluding their spontaneous or unauthorized opening. Constructs and positioning of cabinets for ACS TP equipment must comply with electrical and fire safety in accordance with the PTE (operational regulations), GOST 12.2.003-91, GOST 12.2.007.7, GOST 12.1.004. Classes of equipment protection in accordance with GOST 14254 shall conform to IP 54 for equipment and cabinets to be placed in the premises of substation and IP 64 for equipment and cabinets to be placed on the territory of the open switchgear/AIS. Data exchanges with higher levels of dispatcher control To provide access to operating and technological information of ACS TP SS and functions of remote supervisory control from higher levels of dispatcher control, supplied SHS of ACS TP must be provided with the appropriate hardware and software interfaces. Software and hardware interfaces must provide redundant data exchange and supervisory control for: · Dispatch Center BEN · Dispatch Center ES · National Dispatch Center – only information exchange. Program Interfaces of ACS TP should provide access to the following types of information: · Operational process – measurement data and state of controlled switching devices, equipment, engineering services, external environment, status and configuration control system, etc. · Historical – archive operational process data, statements of events, the change log. The Employer has digital TV transmission using Ethernet technology, and transport protocols TCP\IP as main communication channels. To ensure information exchange and supervisory control services the relevant standard protocol IEC 60870-5-101 и IEC 60870-5-104 should be applied. Protocols profiles agreed at the stage of detailed design Interaction with adjacent subsystems General Requirements The ACS TP shall comprise and support a two-way data exchange with the following subsystems: · Automated subsystem for electric power fiscal metering (ASPFM) · Relay protection and emergency controls subsystem (RP & SA) · The SS main equipment diagnostic subsystem · Security video surveillance subsystem · Building security alarm subsystem · Fire alarm subsystem · GIS ventilation and air conditioning subsystem · SURS monitoring subsystem · Metrological monitoring subsystem · Other digital systems or microprocessor devices installed at SS, should there be a necessity to supply data from them to the SS duty personnel. · System of data retransmission to the higher levels of control. Data exchange with the above system must be implemented with standard and generally accepted protocols such as IEC 60870-5-104, IEC 61850-8, Modbus, OPC DA.
ACS TP shall monitor the status of adjacent subsystems with the preferred use of “dry” contacts watchdog-relay in controllers of controlled systems. In the absence of such technical means ACS TP must control the permanent data exchange with adjacent systems and give alarm in case of its absence. Information on the application of specific protocols and adjacent systems hardware will be available to the Supplier at the stage of detailed design. Interaction with ASPFM When SU position changes (circuit-breakers, disconnectors, auxiliary devices, OLTC positions) it is required that the following data are transferred from ACS TP to ASPFM: · connection name, · device ID, · date/time of operation, · operation (open/closed). · OLTC tap change etc. ASPFM shall provide to ACS TP data on the system parameters electric power cross-flows, as well data on auxiliary power consumption. Interaction with relay protection an emergency controls The integration functions shall include: · Registration (record) of RP & SA devices actions, generation and transfer of signals on their actuation. · Cyclic Built In Test of devices and/or collection of data on diagnostics results, registration (record) of results. · Ensuring remote change of characteristics and parameters (settings) of devices and input/output functions of protection, while ensuring this possibility in respective RP & SA terminals.
