ACS TP shall be designed on the basis of current rules, regulations, standards and other regulatory/engineering documents. For designing ACS TP it is required to use unified database structures, special software, methods and means of data submission, data transfer protocols etc. In the SHS composition it is required to use hardware components manufactured in compliance with internationally accepted and local standards that would ensure design, informational and software compatibility of products by different manufacturers. Forms of data submission shall be approximated to the design drawings of process diagrams and their elements. Basic structures (racks, stands, wall hanging cabinets etc.) shall be made in compliance with the generally accepted standards. Design of cabinets and functional modules shall be unified in all SHS devices. In CPI regardless of the type of employed input and output signals it is required to use the standard (unified) interfaces.
Requirement to the Types of Support Requirements to mathematical support The ACS TP mathematical support shall include algorithms that ensure performing of all the system functions to the full scope. The ACS TP mathematical support shall include the following algorithms: · the preceding processing of input signals (validity algorithms, filtering algorithms) · informational for the subsystem index (computational components algorithms) · collection and processing of digital data (digital data analysis algorithms, algorithms of generated message ID’s on events in the system); · automated control of the switching units; · protections and blockings (logical algorithms, that determine enabling, disabling and action of protections, blockings execution conditions, as well as algorithms for protections monitoring). The ACS TP subsystem algorithms shall be developed with the account taken of regulatory requirements. When developing the mathematical support it is require to use to the maximum the modularity concept and algorithm modules typification. Requirements to information support The ACS TP information support shall be based on the following principles: · Single input of data and multiple use of them. · Conversion of the input information into digital form as close as possible to the place of receipt. · Converting the output data from digital form to the physical form as close as possible to its use point. · Protection against inadequate or unauthorized information · Protection of individual users from the information that is not intended for them · Protection from destruction and loss of information and unauthorized access to it
The ACS TP information support shall be sufficient for performing all functions of the system and envisage a possibility of its expansion with the account taken of perspective development of the system. Requirement to linguistic support Linguistic support should include a set of tools and rules to be used in communication of developers, users and operating personnel of the system. Linguistic support shall be tailored for a user, an expert in its field, who does not have command of universal programming languages or algorithm descriptions.
All components of the man-machine interface (MMI) the system user is working directly with, all text messages, signs shall be in Ukrainian or Russian. It is acceptable to use English in the operating system settings, DBMS etc. · Instrumental creating and maintaining database. · How to build and integrate the system display formats, text messages provided with necessary “menus”, “prompt messages” and “help” in its dialogue with the system. · Methods of forming (configuration) and integration into system of functions of information gathering and processing, remote control and automatic control · Methods of forming (configuration) and integration into the technological alarm system, event logging and display to the operator. · Methods of programming and integration into specialized user tasks system All text information shall be in Ukrainian or Russian.
As the main language of the system configuration to be used to configure substations common language SCL (SubstationConfigurationLanguage) in accordance with the IEC 61850-7 standard and SCL files: · SSD (SystemSpecification Description) · SCD (SubstationConfigurationDescription) · ICD (IEDCapabilityDescription) · CID (ConfiguredIEDDescription) Languages of process programming shall have documentation facilities that allow to combine programming of ACS TP functions and tasks with obtaining of operational documentation. Requirements to software The software that is used for the ACS TP operation, configuring and service of its individual systems/subsystems, parts and components shall ensure performing of all functions of mathematical and information support to the full scope. Software shall be licensed and meet requirement of international and national standards on open systems interconnection. The number and amount of licenses should allow future expansion to 25% in terms of quantity of data to be processed. The ACS TP software shall meet the following general principles: · modular architecture of all elements; · the software hierarchy pattern with providing for “privacy” and “transparency” of data for programs of different levels and priorities; · efficiency (minimal resources spending); · flexibility (possibility of incorporating changes and reconfiguration); · reliability (correspondence to the given algorithm, absence of error operations), protection against unauthorized access to programs and data, protection against destruction of both program and data; · error resilience; · unification of solutions; · possibility of expanding and upgrading; · ease of use. The ACS TP software shall include: · system software being a totality of software tools designed for general arrangement of the computational process; · network software being a totality of software tools designed to arrange data exchange through the system trunk lines.
· application software being a totality of software tools designed for handling of applied tasks: - data collection and process; - generating and issuing control commands; - data submission; - data archiving and documenting; · Service software The system software shall include: · operation system with graphic interface that ensures multitask working mode; · protection tools for data and programs against software failures and unauthorized access; · tools for monitoring the system operation and its restore after errors and failures without system stop; · program loading tools; · libraries of function for mathematical processing of parameters; · libraries of interactive graphics and graphic functions; · tools for managing archives of machine-readable media. Application software shall ensure performance of functions of: · display of video frames; · alarms and events; · display of the system status parameters; · archiving of all recorded parameters; Archiving should provide local and remote access to archived information via standard requests, including from external applications (the presence of the software interface). · automatic keeping the databases updated; · documentation and reporting; · measurement and primary processing of technological parameters; · Configuration. All configuration information ACS TP should be structured and stored in a centralized database. In data structuring the standard IEC 61850-7 should be applied. Service software should include: · Software tools for backup and recovery of databases and content
