The ACS TP data visualization shall be performed at the personnel workstations (WS) and comprise the following WSs:

· WS of operating personnel (main);

· WS of operating personnel (backup);

· WS of ACS TP SS engineer;

· remote viewing display;

· WS of operating personnel of higher dispatcher control level

· WS of RP & SA engineers of higher dispatcher control level;

The number of WS, as well as their place of accommodation (SS, BEN, ES) are specified in the detailed design stage.

WS of higher control level should provide features such that the local workstations.

Any operating personnel WS must provide an opportunity to:

· Visualization of SS equipment status, taking into account blocking in operating control schemes.

· Displaying on mimic panels (with dynamic status measurement) of process parameters values, which are important for mode maintenance.

· Displaying of equipment status with indication of abnormal values.

· Monitoring, recording and displaying of warning and alarm signals.

WS of engineer of ACS TP SS should ensure:

· The ability to configure the system

· Monitoring the status of hardware and software systems

· Configuration and formation of various reports

· Backup and data recovery.

WS of engineer of RP & SA should provide:

· possibility of configuration and setting of RP & SA terminals

· Browsing the emergency events from different RP & SA terminals with the possibility of combining the time-sequence of emergency events.

Remote viewing display:

· Generalized data submission to SS main control room

Data exchange with other levels of control hierarchy

Transmission of operative-dispatcher’s data using IEC 60870-5-101 (104) should be provided for:

· Dispatching control center of BEN

· Dispatching control center of Regional ES

· Dispatching control center of NPC “Ukrenergo ".

For provision of access to operative-dispatcher’s and process data of subscribers of upper level of control hierarchy, SHS means of ACS TP shall be equipped with corresponding soft- and hardware interfaces.

Information exchange should be ensured by redundant channels (provided by the Employer) with the supplied software redundancy switching equipment and gateway software redundancy scheme “hot-standby” or “parallel” operation locks.

The profiles of protocols shall be specified when the ACS TP is designed.

Software interfaces shall provide access to real-time data using measurements and status of key diagram, equipment, engineering communications, outer environment and so on.

 

Authorized and protected access (read-only) shall be provided to the following types of information stored in the ACS TP:

· Historic archives of operating-process data, electric energy metering, event logs, measurement logs, results of processes recording and so on.

· ACS TP configuration and state of software and technical components data.

· Operative, process and technical regulatory documentation.

It is preferable that access to the data above is performed using standard SQL-inquiries to historic and informational data base of the ACS TP and secure communication links with the servers of the system.

System-wide functions

· Organization of intra-system and inter-system communication facilities, data processing and transmission to adjacent and higher levels.

· Testing and self-diagnostics of software, hardware and channel (network) portions of SHS components.

· Synchronization of SHS components and ACS TP-integrated independent digital systems using universal time system signal.

· Diagnostic data archiving and storage in specified formats and in specified time intervals

· Protection against unauthorized access, information security and separation of access right (level) to the system and functions, including control functions.

· Documentation, sending of reports and protocols to print-out in specified form, maintenance of operating data base, daily record and operating log.

 

Description of the Automation Object

The installation:

GIS-330 kV, “Breaker-and-a-half Scheme»:

- АТ-1, АТ-2

- АТ-1,АТ-2

- 1 WL

Total – 2 fields (one incomplete), 3 connections (5 switch modules).
To provide the ability to connect to the ACS TP SS 1 backup field for 3 switches (AT-3 + 1 CL 330 kV, perspective).

 

GIS-110 kV, the scheme “Two working busbars, sectioned by switches, with two busbar couplers, without transfer busbar»:

- АТ-1, АТ-2

- 4OHL + 2CL + 2OHL/CL

- Т1, Т2,Т3,Т4

- 2SS, 2BC.

Total – 14 connections (18 switch modules).

To provide the ability to connect to the ACS TP of substation 5 connections (AT-3 + 4 CL 110kV, perspective).

· AIS – 35 kV, the scheme “Two working busbars with busbar coupler, without transfer busbar”, including:

- 14 high-voltage circuit-breakers

- 1 BC (Busbar coupler)

- 2 feeders (VT-35-I b.; VT-35-II b.)

Total – 15 bays (15 switch modules).

Provide the following functions:

- control:

o Circuit-breakers

o disconnertors, earthing blades (if operating mechanism is present, perspective)

-monitoring:

o circuit-breakers, disconnectors, earthing blades

Switchgear-10 kV, the scheme “Three working busbars, sectioned by switches, with busbar coupler” including:

- 45 high-voltage circuit-breakers

 

- 2 SS, 1BC

- 5 feeders (1VT-10-I; 2VT-10-I; 1VT-10-II; 2VT-10-II; VT-10- III)

Total – 58 bays (47 switch modules).

Provide the following functions:

- control:

o Circuit-breakers

o trolleys, earthing blades (if operating mechanism is present, perspective)

- monitoring:

o circuit-breakers, trolleys, earthing blades

Auxiliary subsystem and operating current subsystem:

To ensure the functions of processing signals collecting and SU control for:

- Auxiliary board 0.4 kV (not less than 60 outgoing feeders)

- DC board 220 V (not less than 35 outgoing feeders)

The exact number of connections to determine at runtime the working draft.

Microprocessor-based controllers, supplied as part of the technical means of DC board and auxiliary board, connect to the ACS TP using industry standard communication protocol Modbus.

Implementation of ACS TP basic functions

General requirement

Basic functions for ACS TP SS implementation are:

· Monitoring of the current mode and the state of the key diagram of substation for all voltage classes, which is implemented in ACS TP through:

- Condition monitoring – processing of digital information

- Measurement and processing of analog information

· Supervisory control of controlled equipment of substation, including:

- Manual and automatic operation

- Operational management

- Operational planning

· Data exchange with the other levels of dispatcher control and related subsystems at the substation

· Maintenance of configuration database and archive database

· SHS ACS TP components synchronization

· Test and self-test of SHS components

Monitoring of the Substation Current Mode and the Key Diagram Status

Monitoring shall include:

· Equipment status monitoring

· Basic current mode parameters of the SS main electrical equipment monitoring:

- Voltage and frequency at bus bars of all levels

- Cross- flows of active and reactive power at all connection, transformers and autotransformers

- SS main switching units monitoring

- Status of main and auxiliary electrical equipment monitoring

In the primary processing of information must be carried out validation of input measurements and signals. The Supplier shall describe in detail the used methods of prove of the reliability of information.

Equipment Status Monitoring

Digital data on the status of SU, OLTC active branch lines are input into ACS lower level devices (IED, CPI modules, controllers) directly or through the contacts of intermediate relays, potentiometric sensors, etc.

Low-level devices must form time tags with an accuracy of 1m/s with the equipment status signal, which are transmitted to the upper levels by IEC 61850 protocol.

 

Digital data signals on position of the switching units (SU) are validity checked by inserting two signals from one SU: “closed” and “open” received from normally closed contact and normally open contact related to one SU status. In case of simultaneous appearance of two similar signals, the SU position signal is considered invalid.

Based on the acquired data, the SS electrical connections operational diagram and the SS mode of operation are defined, which displays to the operating personnel and is used to perform automated control.

For reliable actuation of “dry” contacts it is required to use their voltage “wetting” not less than 110 V DC.
