SPECIAL IV. SPECIAL TECHNICAL REQUIREMENTS TO AUTOMATED CONTROL SYSTEM FOR TECHNOLOGICAL PROCESS
General
Scope of Works
ACS TP shall be delivered to the substation as a "turn-key" system in a manner and scope determined by the Employer's requirements.
The scope of works on ACS TP includes the following items:
· Development of design documentation (DD)
· Development of working documentation (WD)
· Supplying of the equipment, including all necessary spare parts and accessories.
· Performance of all civil-and-erection works and commissioning (including dismantling, mounting, setup and commissioning of equipment, repair/laying of cable routes).
· Development and submission of operational documentation
· Employer’s personnel training
Project Structure
In general the ACS TP shall include the following components:
· Lower (process) level devices – controllers inbuilt to equipment, computer process interfaces (CPI), smart sensors (primary signal transducers) and controlled object actuators
· Connection level devices (bays) – Intelligent Electronic Devices (IED): measurement, control, equipment status monitoring, electric power quality monitoring, accounting, recording of emergency process etc.
· Upper level devices –devices of communication operating and maintenance personnel with ACS TP: operator and engineer workstations, remote viewing display, servers, gateways, data transmission devices, substation LAN equipment.
· Auxiliary subsystems:
- Power warranty devices
- Communication and technological LAN devices
- service equipment and SPTA
- System, basic and applied user’s software
- Documentation.
The supplied system should be implemented as an open integrated information system in which intra-communication between control system components are made using the IEC 61850 protocol.
АСS TP should be based on modern element base while minimizing the number of components and maximum use of their functionality.
The Contractor shall provide a functional and hardware compatibility of the supplied system with the rest of substation equipment to ensure the efficient, reliable and safe operation of the substation.
43.3 Contractor`s duties
The Contractor shall provide all the logistics, costs of supervisory activities, labor, equipment, materials, documents, temporary structures and other items, temporary or permanent, whether specifically mentioned or not, necessary to complete, test and fix any defects of automated system of substations.
The Contractor shall use state-of-the-art equipment proven reliable in similar environmental conditions.
The Contractor shall provide the following services:
· Management and coordination of all steps of the contract.
· All necessary studies and design, including:
- first detailed technical survey on site and input data collection;
- sizing, dimensioning and arrangement of equipment;
· Working documentation development, that shall include:
- development of a detailed layout of ACS TP equipment;
· Verification of documents, data, parameters supplied by the Employer,
· Supply of the optimized implementation schedule;
· Provide performance of works in operating electrical installations.
· Manufacturing, programming and supply of the equipment.
· Packaging, transporting and delivery of the equipment to each site.
· Temporary storage and preservation of the equipment on the site (if necessary),
· Installation, electrical connection and commissioning.
· Factory tests
· On-site tests
· On-site training and complete O&M documentation,
· Employer’s personnel training at special training centers or at the factories of the microprocessor-based terminals manufacturers,
· Spare parts and specialized tools.
Any indications provided in the Technical Specifications shall in no way release the Contractor from his obligation to ensure co-ordination with the other suppliers. The Contractor shall ensure the continuity and the coherence between his Supply and Installation Services and that of the other contractors.
The Employer has reserved the right to review and comment on the work undertaken by the Contractor during the course of the contract
This will include but may not be limited to:
· Approval of the project by the Employer;
· The witnessing of factory and on-site testing by the Employer or his technical representative;
· The approval of site delivery methods, site testing procedure and operation and maintenance documentation.
The Special Technical Specifications (STS) of each Substation provide additional requirements and detailed information concerning the scope.
