I always felt that I had two personalities. I worked honestly and loyally for the United States for many years. But inside I was always thinking about my country I left as a young man and about my people, who were going through struggles and were cut off from the opportunities that were given to me. The question was always raised - where were my first loyalties¹? To the society which gave me an opportunity to be educated, to broaden my horizons - or to my homeland? There was always a kind of guilt. But the Lithuanians never had any doubt. Even though I lived in the United States for half a century, they never considered me an American.

The main problem in Lithuania is a lack of administrative practice, a lack of understanding of how the Western world works, a slow acceptance of democratic ideas. You can’t learn about democracy from books and newspapers; you have to live in a democracy and accept it as a part of you. I spent 27 years at the highest levels of the administration in the United States, and I have diplomatic experience in dealing with Russia on environmental issues. I want to use my experience to help people understand how democracy works - words don’t inspire people, only example.

 

Как, по Вашему мнению, руководство Российской Федерации отнесется к Вашему избранию?

The Russian probably have some suspicion of me. I believe that the Russian are slowly accepting the democratic way of life. My sincere hope is that Russia will soon become one of the world’s democracies. I want to use the opportunity of my presidency to set an example, because young people believe in actions, not words.

Definitely not. They are still going through a traumatic period in Russia.

 

Сказался ли Ваш военный опыт на Вашем отношении к русским?

I was fighting not Russian people but communism. I was fighting the communists because they were occupying a free country. We were fighting for our freedom, for our survival. We should recognize the difference between the present Russia, which really wants to be a member of the democratic world, and the previous system. Fifty years of communism left very deep wounds on people and their thinking, but I don’t want to look backwards. I see excellent opportunities for a common market, to have Russia as a good trading partner. We definitely should not forget or wipe out what happened over the last half a century, but let’s look forward to a bright future working together.

 

Сколько Литве потребуется времени, чтобы преодолеть последствия советской оккупации?

It’s not going to happen overnight. Maybe in one, maybe two decades, when a young generation has grown up in the conditions of an open society, and they have come to accept and understand the principles of an open society - meaning respect for others’ opinions, for other human beings, for responsibility to society.

 

Пойдет ли на пользу Литве вступление в НАТО?

It will be one of my major efforts in foreign policy to become a member of NATO. Europe is becoming united in every respect, and Lithuania is a part of Europe. NATO is not just a strictly military force built on tanks and planes. I look at it in a broader perspective of European cooperation. We must participate in all Europe’s structures, including the European Union. It may take five to seven years to join NATO, but I am an optimist.

Ladies and Gentlemen,

 

The Council of Europe has a longstanding record in promoting crime prevention¹. The Council is, in fact, the only European body with unlimited competence to deal with crime. The Council has elaborated several legal instruments² on crime prevention and 20 out of a total of 160 conventions concern criminal law. 80 Recommendations of the Committee of Ministers and several hundreds reports³ form a true European corpus of criminal law⁴ – a law which is currently being implemented in Central and Eastern Europe as reflecting the values of the Organisation⁵.

 

As examples of current activities, I would like to mention that we recently adopted an Agreement on illicit drugs trafficking by sea⁶ which will be opened for signature in Strasbourg on 31 January 1995. The Agreement implements Article 17⁷ of the 1988 UN Drugs Convention of which we will hear more later today by Mrs. Voltz.

 

We can expect the drugs cartels to continue their trade by means of trafficking on seas. I therefore appeal to member States to sign the Agreement on illicit drugs trafficking by sea and to ratify it quickly so that it can become operational.

 

Ladies and Gentlemen,

 

Money laundering is a matter which has preoccupied the Council of Europe for over two decades. Already in 1980, the Committee of Ministers adopted a Recommendation in which it warned the international community of the dangers that “dirty money” in the financial systems represents to democracy and the rule of law.

 

The Council of Europe’s approach is to consider not only laundering of drugs proceeds a crime but also to criminalise⁸ the proceeds derived from all kinds of offences. The idea is that the criminal should not be permitted to profit from his crime.

 

Ladies and Gentlemen,

 

Our work in the field of money laundering is acting-oriented⁹. Several international conferences on the subject were held in the 1980s. They inspired the work on an international Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime¹⁰. This Convention was opened for signature in September 1990 and has since been ratified by 6 states and signed by 17 states.
