Topic 11. Entry / Exit Declaration and Passenger Control

Ex. 11.1. Read these Russian phrases and then match the parts of the word combinations belowto get their English equivalents:

A. При въезде в страну; при выезде из страны; пассажиры, въезжающие в страну; пассажиры, выезжающие из страны;

Ex. 11.2. Translate a scrap of dialogue below about passenger control into Russian, sentence by sentence:

1. What formalities must incoming passengers pass through?	1. Incoming passengers must pass through passport and visa control, health control and customs inspection of the passengers’ baggage before they are legally free to enter the country to which they are travelling.
2. What forms must incoming passengers fill in?	2. Incoming passengers must fill in an entry declaration which is to be presented to the Customs Officer.
3. What are the main points of the entry declaration?	3. They include the passenger’s home citizenship, country of residence, permanent address, and purpose of the visit.
4. In what way is the declaration to be answered?	4. All the points of the declaration must be answered in full words. The form should be filled in in block letters.
5. How long must passengers keep the declaration?	5. The entry declaration must be kept by the passenger for the duration of his stay in the country. It is not renewed in case of loss. He must present it together with the exit declaration when leaving the country.

Ex. 11.3. Translate the sentences below into English:

1. При въезде в страну пассажиры должны пройти паспортный и визовый контроль, медицинский контроль и таможенный досмотр багажа.

2. При выезде из страны пассажиры также должны выполнить ряд формальностей.

3. До тех пор, пока пассажир не выполнит все необходимые формальности, он не может покинуть территорию таможни.

4. Пассажиры, въезжающие в страну, должны заполнить декларацию на въезд, которая затем представляется таможенникам.

Ex. 11.5. Scan the text below and translate the Russian parts of the sentence into English:

Landing formalities and [ 1 ] таможенные правила are about the same in all countries.

While still on board the plane the passenger is given an arrival card to fill in, he fills in [ 2 ] (печатными буквами) his name in full, [ 3 ] страну проживания, permanent address, [ 4 ] цель визита и срок пребывания в стране and address in the country he is visiting.

The customs inspector may ask you to open your bags for inspection. After you’re through with all customs formalities he will put a stampon[ 11 ] каждое место багажа.

Ex. 11.8. Translate a scrap of dialogue below about the dual-channel system into Russian, sentence by sentence:

1. How do Customs authorities tackle the problem of passenger processing at big international airports with increasing passenger flow?	1. The solution to this problem is the introduction of the dual-channel system at major aiports which simplifies customs control.
2. Can a simplified customs control provide thorough passenger processing?	2. Yes, it enables customs authorities to improve the flow of passenger traffic without reducing the effectiveness of the control.
3. How does the dual channel system operate?	3. The system allows the passengers to choose between two types of channels: “green” and “red.”
4. When can passengers pass through the green channel?	4. When they have no goods, or only goods which can be admitted free of import duties, and which are not subject to import prohibitions or restrictions. All other passengers must pass through the red channel.
5. What is the difference between the two channels?	5. Passengers who select the green channel will not be subject to any other Customs formalities except a spot check. In the red channel, passengers must carry out all the appropriate Customs formalities.
6. Does the introduction of the system require an increase in the number of Customs staff?	6. No increase in staff is necessary.
7. Where are the channels located?	7. They’re located beyond the baggage delivery area. The passengers must have all their baggage with them when they choose the channel and pass through Customs. The distance between the baggage delivery area and the entrance to the channel will give passengers enough time to decide which channel to choose and to move into that channel without causing congestion.
8. How do the passengers know where to go?	8. The channels are clearly and distinctively marked by the words “Nothing to declare” and “Goods to declare” and the word “Customs”. The route to the channels is clearly sign-posted.
9. Where can the passengers get information about kinds and quantities of goods they may have with them when using the green channel?	9. They can find this information on posters at the airport or in leaflets available to the public at the aiport or distributed through tourist agencies and airlines.

Ex. 11.9. Read the conversation between a passenger and a Customs Officer (П. и Т. vs P. and C.O.). Cover the Russian variant with a sheet of paper and translate the English one into Russian. Then cover the English variant and translate the Russian one into English. Open the other variant of the text, line by line, to check yourself:

П.: Извините! Т.: Да, чем могу быть полезен? П.: Прошу прощения, где я могу пройти таможенный контроль? Т.: Идите через красный коридор, если вам есть что декларировать, и через зеленый коридор, если вам нечего декларировать. П.: Какие вам нужны документы? Т.: Покажите, что у вас есть. Topic 12. Baggage Control

Ex. 12.1. Read these Russian phrases and match them with their English equivalents in Ex.12.2.:

A. Предметы личного пользования; предметы, запрещенные к ввозу и вывозу; предметы, ограниченные к ввозу и вывозу;

B. внести в декларацию предметы личного пользования; внести в декларацию предметы, запрещенные к ввозу и вывозу; внести в декларацию предметы, ограниченные к ввозу и вывозу; внести в декларацию количество мест багажа;

Ex. 12.2. Translate a scrap of dialogue below about baggage control into Russian, sentence by sentence:

1. What articles must be declared on entry into the country?	1. The incoming passenger must declare all dutiable articles.
2. Why is it important to declare the number of pieces in the baggage?	2. It is important to declare the number of pieces in the baggage to avoid any type of Customs fine.
3. What can be brought into the country duty free?	3. Personal belongings may be brought in or taken out duty free.
4. What are the Customs rules on prohibited or restricted articles?	4. Prohibited or restricted articles though declared are usually detained and the traveller can collect them on his way back.
5. What must the passenger do when the Customs Officer carries out check and control of his baggage?	5. He must open his baggage for inspection. The owner of the baggage must also answer all the questions of the officer-in-charge on the contents of his baggage and must present any article for Customs examination.
6. Whose responsibility is it to unpack the baggage for examination?	6. This is the passenger's responsibility to open, unpack and repack his belongings.

Ex. 12.3. Translate the sentences below into English:

1. Пассажир, въезжающий в страну, обязан задекларировать все предметы, подлежащие обложению таможенными пошлинами.

2. Во избежание таможенных штрафов необходимо внести в декларацию количество мест багажа.

3. Предметы личного пользования ввозятся и вывозятся беспошлинно.

4. Предметы, запрещенные и ограниченные к ввозу и вывозу (за границу), декларируются и изымаются.

5. Запрещенные и ограниченные к ввозу предметы задерживаются на таможне, и пассажир может получить их на обратном пути.

Ex. 12.4. Read the conversation between a passenger and a Customs Officer (П. и Т. vs P. and C.O.). Cover the Russian variant with a sheet of paper and translate the English one into Russian. Then cover the English variant and translate the Russian one into English. Open the other variant of the text, line by line, to check yourself:

П.: Вы будете досматривать мой багаж?		P.: Are you going to examine my things?
Т.: Сейчас, сэр. А вас я пока попрошу просмотреть эти списки.		CO.: In a moment, sir. Meanwhile, can I ask you to look through these lists, please.
