The Omsk Academy of the Ministry of Internal Affairs



The Omsk Academy of the Ministry of Internal Affairs is one of the largest educational institutions training specialists for the police. The Academy is stationed in Western Siberia in the city of Omsk, a big mega polis with the population of over one million and two hundred thousand inhabitants.

The Academy has the following faculties: investigative, public security police, distant education, law and economics and refresher courses. A teaching staff includes 20 Doctors of law, Professors, a hundred and 60 Masters of Law, Assistant-Professors.

The Academy has at its disposal modern teaching grounds and the facilities with the total area of 35 thousand square meters (where there are two buildings for studies and an out-of-town training centre). There are 82 classrooms and 11 lecture-halls.

The teachers and employees of the Academy have defended more than a hundred and 50 dissertations and have organized about two hundred and ten scientific conferences and seminars.

Professional and moral education of the personnel plays an important part in the activity of the Academy. Important help is given to three children’s home orphanages, five secondary schools and the museum of Military Glory of the Omsk citizens. Veterans and graduates of the Academy take an active part in the process of building up cadets. Every year in summer the cadets of the Omsk Academy work as youth leaders in a Health Camp in the Children’s Health Centre of the Department of Internal Affairs of the Omsk region.

Throughout the whole period of training cadets and students have an opportunity to participate in the brass- band, in the vocal group and also an amateur group of ballroom dancing called “Style”. The team of the so-called “Club of Quick-witted Humorists” of the Academy has won the first places among the teams of other institutions of the city.

Every year the Academy organizes a meeting of students with excellent grades. In general, more than nine hundred students graduated with Honors, the names of 97 students being placed on the board of Honors.

The glory of the Academy is maintained by the success of its sportsmen. There are a lot of champions of the MIA and Russia among them. Winners of international tournaments, world championships among policemen are graduates of the Omsk Academy of the Interior of Russia.

Throughout its long history the oldest educational institution of Siberia trained more than 50 thousand specialists. Among them more than 30 thousand workers of law enforcement agencies. There are more than 50 Doctors of Law, 5 hundred Masters of Law, more than a hundred people hold senior positions in law enforcement agencies.

The Omsk Academy of the Interior of Russia has a glorious past, worthy present and a promising future.

I have shown, through past performance, that I am capable of displaying these attributes at a high level.

PROFESSIONAL EXPERIENCE

2006 – Present Executive Director, Northern Virginia Criminal Justice Training Academy

· Provided leadership and oversight for the daily operations of a regional law enforcement training academy that provides training to over 2,700 sworn police officers and deputy sheriffs from 17 different law enforcement agencies in Northern Virginia and the Washington, D.C. area.

· The Academy received national re-accreditation through CALEA in both 2006 and 2009 and was twice recognized for and was awarded the prestigious “Flagship” status for excellence.

· Successfully led several successful regional and national training-related initiatives, including the Transition to Common Radio Language, Deployment Strategies for Law Enforcement Agencies with Military Combat Veterans, and Law Enforcement Ceremonial Protocols. Each of these initiatives received national attention.,

1981 – 2006 Montgomery County Department of Police.

Assignments have included (from most recent assignments back):

2004 – 2006 Assistant Chief of Police, Management Services Bureau (since September 2004)

· Provided oversight for the daily operations of the department’s support divisions, including Training & Education, Budget ($183 million annual budget), Personnel, Employee Health & Wellness, Communications Center, Planning & Policy, Records, Technology, and Animal Services.

· Successfully implemented a multi-year staffing plan that has resulted in significant increases (more than 60 new positions in first two years) in patrol, investigative, and forensic capabilities.

· Implemented a newly revamped hiring and training program for police telecommunicators to address recruitment and retention issues.

2003 – 2004 Acting Chief of Police

· Provided daily leadership to employees of the police department (1140 sworn; 550 non-sworn) from March 2003 to February 2004 and maintained liaison with other County agencies and other criminal-justice agencies.

· Reorganized the police department’s internal structure to improve emergency-preparedness capabilities, intelligence sharing, and response strategies.

· Enhanced outreach efforts to members of the Arab and Islamic communities to achieve common goals regarding concerns about hate crimes and improving public safety.

· Facilitated improved relationships with the police employee union in the aftermath of a contentious bargaining session; initiated quarterly labor/management meetings to improve communications.

2002 – 2003 Assistant Chief of Police, Field Services Bureau (May 2002 to March 2003; February to September 2004)

· Managed the daily operations of the largest of the police department’s three bureaus, which oversees all six police district stations and the Special Operations Division (with more than 700 employees), to ensure the public-safety needs of the community.

· Successfully managed the day-to-day tactical and patrol operations of the Department while acting as the overall MCPD Incident Commander during the joint multi-state and federal Sniper Task Force investigation.

· Implemented an innovative patrol deployment plan with increased staffing, a geographical-based focus, increased supervision, and permanent shift hours.

2000 - 2002 Captain and Lieutenant/Director, Media Services Division

· Implemented and sustained a major proactive marketing campaign to highlight the many positive initiatives and individual efforts of the police department and its employees in order to significantly improve community perceptions about the police department and its image.

· Improved and enhanced the relationship between the police department and the news media in order to attain the appropriate balance between providing maximum and timely disclosure of information while protecting the integrity of sensitive investigative details.

· Acted as an internal change agent to foster a more open policy of disclosure of police information to the news media with the ultimate result of providing much better communication to the public about the value of policing initiatives and services.

1998 - 2000 Lieutenant/Director of Training, Training and Education Division

· Taught entrance-level ethics and community-policing curriculum to Police Officer candidates; presented a discussion of contemporary issues in policing (public trust, integrity, mission and values, racial profiling, etc.) to all in-service classes. Public speaking was a major responsibility - speeches at graduation exercises, swearing-in ceremonies, Family Night, entrance and in-service training, task force and committee work.

· Provided training for and oversaw implementation of adult/interactive teaching techniques for all academy staff members and successfully spearheaded an effort to obtain multimedia upgrades to academy classrooms; provided training for all academy staff in computer-based, multimedia presentations.

Instituted a program where firearms qualification was provided three times a year (once a year being the previous standard).

1995 – 1998 Lieutenant/Deputy Commander, Silver Spring District

· Directed all operations of patrol shifts in both a traditional and non-traditional policing environment.

· Researched, drafted, submitted, and coordinated the first Maryland HotSpot Communities Initiative, a multi-agency, three-year, comprehensive public-safety strategy and grant initiative for Downtown Silver Spring, with an annual budget in excess of $100,000.

1993 – 1995 Sergeant/Supervisor of the Central Business District and the Piney Branch Initiative

· Researched, developed, and implemented a model for "beat team" deployment of patrol officers in the Central Business District and the Piney Branch areas of Silver Spring.

· Co-chaired the Panhandling Initiative Work Group, which successfully lobbied the County Council to enact legislation to deal with aggressive panhandling.

· Developed and implemented a comprehensive plan to address public safety issues related to public intoxication, homelessness, and the negative impact of the day laborer problem in the Silver Spring District.

· Actively assisted with the writing and development of a comprehensive training initiative designed to improve the cooperation and coordination between police and retail security officers.

· Researched and authored several community-policing publications, including the MCPD's first "Strategic Plan for Community Policing."

· Coordinated the department’s public-safety strategy for the revitalization of Downtown Silver Spring.

· Actively assisted with the development and implementation of strategies and provided training designed to transform the MCPD into the practice of a community-policing philosophy.

· Enhanced communications and cooperation between the police and community members in Lincoln Park by establishing and conducting weekly meetings to discuss and act upon issues of community concern.

· Successfully concluded several complex, multi-state drug investigations; participated in 12 wiretap investigations; and participated in the service of over 300 search-and-seizure warrants.

· Recipient of two Extraordinary Performance Awards, a Departmental Commendation, two Chief’s Awards, and four Community Awards.
