Participants and guests of the festival

 

4.1. The festival participants may be Russian citizens and foreign guests, associations, collectives, creative associations and groups.

4.2. To participate in the events of the festival you have to fill in and submit an application form to the Directorate in advance by mail or e-mail. Applications should be submitted from April 1^st to June 6^th, 2014. The Directorate sends the Regulation on the festival as well as the application form for participation one month ahead of the festival. The participants’ registration is mandatory.

4.3. The Buryat national song and dance theatre "Baikal" performs the gala concerts in accordance with the program of the festival on 13^th, 14^th, and 15^th June, 2014. The cost of one ticket for each day is 300 rubles.

4.4. The festival participants are accommodated on the territory of the joint venture "Dalakhay" at the local people’s homes in nearby villages Tory, Shuluty, Zun-Murino, or in a tent camp according to the prior agreement with the festival organizers.

At the participants’ wish accommodation in the nearby camp sites "Vyshka", "Arshan", etc. is also possible. All issues related to accommodation at these places during the festival should be solved by the participants themselves.

4.5. Providing of the festival participants with:

Accommodation and meals. Accommodation and meals issues are agreed upon during the participants’ registration in the Visiting center at the address: Republic of Buryatia, Tunkinsky district, village Dalakhay, Lenin Street 2 (at the entrance to village Dalakhay). Basic cost of living without meals is 250 rubles.

Meals go separately on agreement with the house owner.

Transport service. Transportation of participants is based on payment and is subject to prior agreement. It is provided from the highway in the village Tory to the festival glade and back by various vehicles. The participants have a choice between bus (minivan), car, motorcycle, and horse-drawn vehicle. The meeting and departure places are discussed with each participant individually. The motor transport service for personal needs is not available. The deadline for applications for transportation is a week before the festival beginning. For participants arriving by private car a chargeable parking is provided.

Medical care. During the festival events, health care is provided on the condition of the medical insurance certificate availability. Persons suffering from cardio-vascular, bronchial and other complex diseases should carry the appropriate medications with them!

Security services during the festival are provided by the employees of the Department of Internal Affairs and the Ministry of Emergency Situations.

Festival attributes. Representatives of the Directorate of the festival and the festival guests are provided with attributes: program, badge, etc. Other attributes can be purchased for a fee.

At the festival is forbidden to use symbols promoting extremism, violence, racial, religious and national discord as well as the symbols contradicting the norms of the Russian legislation.

Responsibility for the lives and health of children and adolescents (under 18 years) is laid on the leaders of tourist groups of sending organizations, on parents of children and adolescents, on participants themselves in accordance with the Russian law.

4.6. All participants of the festival must have:

• passport (or identity document);

• health insurance certificate;

• if necessary - traveling certificate;

• for the group of participants - first aid kit containing a sufficient amount of necessary medical aids.

4.7. Accreditation of journalists is carried out by the Directorate of the festival under the current legislation no later than one week before the beginning of the festival events. The Directorate provides the media representatives with the events program and necessary information. Terms of media access to the festival are determined not later than one week before its beginning.
