THE CABINET

The power of big business over the Government of the UK is mil only assured by its direct representation in Parliament. Above all it is assured by its influence over the Cabinet, the real instrument of Government. The Cabinet is a kind of "inner government" within the Government. Over the years the membership of the Cabinet has varied in size between 17 and 23 and includes the Lord President of the Council, the Lord Chancellor, the Secretary for Foreign and Commonwealth Affairs, etc.

The ultimate decisions on all questions of policy rests with the Cabinet. The Cabinet directs the administration, controls the process of lawmaking, and dominates the House of Commons. It decides what subjects shall be debated in the House, drafts and proposes all important legislation. The consequences of this effective dictatorship of the Cabinet is that it can act first and seek approval afterwards.

Just as the Cabinet has acquired great power in Parliament, so the Prime Minister has gained power and prestige at the expense of his Cabinet colleagues.

The strength of the Government is powerfully reinforced by the right of the Prime Minister to dissolve Parliament at any time. However intensely the back-benchers may dislike a particular aspect of the policy of their government, they dare not vote against it for fear that the Prime Minister would resign and bring about a general election which would certainly be very unfavourable for their party.

Thus the Government can carry out a policy which is against the wishes of a majority of the Mouse of Commons.
