У Європі та світі існує багато фондів та програм підтримки міжнародного співробітництва між університетами та інститутами, наукових колективів та окремих науковців з різних країн Євросоюзу. Одним з найбільш престижних є Фонд Aлександра фон Гумбольдта у Бонні: www.humboldt-foundation.de, який майже 60 років здійснює керівництво програмами фінансової підтримки досліджень у Німеччині для вчених всіх спеціальностей з різних країн світу. За цей час ним було надано більше 24 тисяч персональних грантів та премій вченим вищої кваліфікації зі 130 країн світу, 44 з яких у подальшому стали лауреатами Нобелівської премії. Майже 180 вчених з України також стали лауреатами і отримали можливість проведення досліджень разом з їх німецькими колегами у різних університетах та наукових закладах Німеччини.

Пакет підтримки від Фонду Гумбольдта складається з таких головних програм:

• програми для молодих вчених,
• програми для досвідчених вчених,
• програми для вчених вищого рівня, визнаних у світі.

Молоді вчені, які захистили дисертацію не більш ніж 4 роки тому, можуть подавати заяви на підтримку проведення наукових досліджень у Німеччині протягом від 6 до 24 місяців.

Молоді вчені, які захистили дисертацію не більш ніж 6 років тому та отримали видатні наукові результати, які представлені публікаціями у відомих міжнародних фахових журналах чи виданнях, можуть подавати заяви на премію Софії Ковалевської для проведення довгострокових наукових досліджень у Німеччині. Ця премія надається молодим вченим з усіх країн світу та усіх наукових напрямків.

Вченому, відзначеному премією Софії Ковалевської, на наступні п’ять років надається фінансова підтримка у розмірі 1.5 млн. євро для проведення наукових досліджень при німецькому університеті чи дослідницькому інституті. Ця премія розрахована на фінансування власної робочої групи і при цьому повинна покривати власні витрати лауреата на перебування у Німеччині.

Досвідчені вчені можуть подавати заяви на підтримку проведення наукових досліджень у Німеччині загальним періодом до 18 місяців, причому розділити термін свого перебування по роках на три частини. Це надає можливість керівникам лабораторій та тим, хто щойно здобув звання професора, розбудовувати міжнародну співпрацю з німецькими колегами, зберігаючи при цьому свою посаду та не потребуючи довготермінових відпусток.

Для вчених вищого рівня, які захистились менш ніж 18 років тому, Фондом Гумбольдта надається дослідницька премія Фрідріха Бесселя, відзначаючи при цьому попередні видатні наукові результати цієї творчої особистості. Лауреати премії запрошуються до Німеччини для проведення досліджень за власним науковим вибором у співпраці з іншими колегами на термін від півроку до року. Премія дотується сумою у 45.000 євро та надається за правилами номінування.

Крім того, для вчених вищого рівня надається також Гумбольдтівська дослідницька премія як визнання загального наукового внеску цього дослідника. Лауреати премії запрошуються до Німеччини для проведення досліджень за власним науковим вибором у співпраці з німецькими колегами на термін від півроку до року. Премія дотується сумою у 60.000 євро та надається за правилами номінування.

 

 

Swiss Government Excellence Scholarships for Foreign Scholars and Artists for the academic year 2013-2014

The Swiss Government, through the Federal Commission for Scholarships for Foreign Students (FCS), awards various postgraduate scholarships to foreign scholars and researchers:

• University scholarships (Swiss universities, Federal Institutes of Technology as well as Universities of Applied Sciences)
• Arts scholarships (schools of music and fine arts, only for a limited number of countries).

These scholarships provide graduates from all fields with the opportunity to pursue doctoral or postdoctoral research in Switzerland at one of the public funded university or recognized institution.

Applications are subject to preliminary selection by the relevant national authorities and/or the Swiss diplomatic representation. The short-listed applications are then analyzed by the Federal Commission for Scholarships for Foreign Students (FCS) which subsequently takes the final decision.

The FCS is composed of University Professors from all the Swiss public Universities. Scholarship awards are decided on the basis of academic and scientific excellence.

The Norwegian Quota Scheme

The Norwegian Quota Scheme is a funding scheme offered by the Norwegian Government to students from developing countries, Central and Eastern Europe, and former Soviet states for studies at institutions of higher education in Norway. This funding scheme aims at offering specially designed, research-based Master’s Degrees taught in English. The Quota Scheme also offers funding for Ph.D.-programmes and a one-year course in advanced Norwegian Language. Quota Scheme applicants should come from universities/institutions with formal cooperation agreements with the University of Oslo.

Who May Apply?

Applicants for admission under the Quota Scheme must fulfill certain criteria in order to be considered for admission. Admission is limited and therefore extremely competitive.

Nationality

Only applicants from countries included in the list of countries eligible for Quota Scheme funding will be considered. Please note that applicants who live in another country than their country of citizenship, either temporary or permanently, cannot apply. It is a condition that the applicant applies for admission to the quota scheme from his or her home country, and can substantiate that he or she has been in the home country for at least one year prior to admission into the programme. Applicants from an eligible country, who are residing in another country on the list, may in some cases be considered. Quota Scheme students are expected to return home on completion of their studies in Norway.

Institutional Cooperation

Applicants should come from institutions with which the University of Oslo has a cooperation agreement. Potential applicants should check with their home institution to determine whether they have a cooperation agreement with the University of Oslo.

Women

Women are encouraged to apply. The University of Oslo gives priority to female applicants under the Quota Scheme.

Funding

The Quota Scheme is a scholarship programme, but the funding is given as part loan/part grant. Students receive money from the Norwegian State Educational Loan Fund. After completing the programme and providing documentary evidence of return to his/her home country, the student’s outstanding loan is converted to scholarship. If residence is taken in Norway within ten years after termination of studies, the scholarship is converted back to a loan and must be repaid.
