Text C The Omsk Academy of the Russian Interior Ministry [2]

The Omsk Academy of the Ministry of Internal Affairs is a police training institution. It is one of the oldest law enforcement training institutions in Russia. Its history is connected with the decision of the government to create militia schools and courses of crime detection in the country. March 5, 1920 was the birthday of the All-Siberia militia commanders’ courses in Omsk with Nikolay Kozyrev as the first head.

The courses were to work under very difficult conditions of economical destruction, the Civil War and martial law. The candidates for the training were only from workers and poor peasants. They were to be literate, that is to be able to read and write fluently, to know four rules of arithmetic and have some years of service in Red Army. The first instructors were practical workers of the militia and Criminal Investigation Departments. In 1953 the Omsk Higher School of the MIA was formed. At present it has the Academy status.

There are two departments at the Academy: the day department and the correspondence department. There are also refresher courses for veterans of militia service. To ensure the proper standards of future police cadets and later on police officers there is a thorough selection system. In order to enter the Academy an applicant is to deal with entrance examinations. If there is a passing score, proper moral and physical standards, he is a freshman. There are routine regulations which all the students are to keep up with: while on duty they are to wear a police uniform– a dark blue coat and trousers, a white holiday or a light-blue everyday shirt and a tie, an overcoat and a cap. Black shoes are a must, and gaudy socks are taboo. The cadet is to wear his hair cut in a short fashion.

Law enforcement experts of great practical experience, Professors and Assistant-professors, Doctors and Candidats of Law are giving lectures and providing instruction and practice. They are doing their best to give the police cadets professional specialization at lectures, seminars, case studies, group discussions, demonstrations, students' scientific societies, practical exercises and field trips. There are also such facilities as specially equipped classrooms, lecture-halls, laboratories, libraries, good gyms and an open campus, a muster deck, firearms ranges and a camp for field training at the Academy.

To achieve the objectives of modern detective training the trainee is to have actual knowledge of the following: the prevention of crime, the detection of crime, sources of evidence, the criminal law.

Besides the cadets are to get professional skills and abilities — to drive a car, to use the weapon, to interview and to interrogate witnesses and criminals, to search a crime scene, to master investigational techniques. Special subjects are not the only subjects of the curriculum. As it is in every higher institution in this country, social sciences and foreign languages are in the program of studies too.

The duration of pre-service training is five years. The graduates get a diploma of a lawyer with specialization in crime detection and criminal investigation.
