1. Great Britain (official name - the United Kingdom of GB and Northern Ireland) is situated on 2 large islands, the larger of which is Great Britain, the smaller is Ireland. The island of Great Britain is the largest island in Europe.

2. The climate of Great Britain is humid and mild. Most of the mountains are not very high. There are no very long rivers in Great Britain. The most important rivers are the Thames (the deepest) and the Severn (the longest).

3. Great Britain consists of 4 main parts: England, Scotland, Wales and Northern Ireland. London, the capital city of England and the United Kingdom, is one of the world’s oldest and biggest cities. Edinburgh is Scotland’s capital. It is one of the most beautiful cities in Britain. The capital of Northern Ireland is Belfast. Wales lies in the south of the country. The chief town there is Cardiff.

4. Great Britain is a parliamentary monarchy. Officially the head of the state is the king or the queen. But the power of the monarch is limited by Parliament which consists of 2 houses: the House of Lords and the House of Commons. Parliament makes state laws. The head of the Government is the Prime Minister, who is the leader of the party in power. At present there are 4 main political parties: the Conservative, the Labor, the Liberal and the Social - Democratic Party.

5. Great Britain is one of the most highly developed industrial countries in the world. It has a developed modern machine tool industry, shipbuilding, metallurgy, etc. The big coal and iron mines are in the north-east of England. Britain is also one of the world’s largest cotton and wool textile producers. Output of goods in Great Britain is larger than is needed for home use. Therefore, a great part of the industrial output is exported. It exports electrical and electronic equipment, chemicals, machine tools, oil, etc.

6. The official language of Great Britain is English. Although Scotland and Wales have their own languages, most people living here speak English. It is now spoken in many countries of the world: The USA, Canada, Australia, New Zealand and others.

The USA

1. The USA (the United States of America) is situated in the central part of the North American continent between the 2 oceans: the Atlantic Ocean to the east and the Pacific Ocean to the west.

2. The USA is the one of the largest countries in the world, so it has several different climatic regions. The coldest regions are in the north and north-west. The south has a subtropical climate. The climate along the Pacific coast is much warmer than that of the Atlantic coast.

3. The United States is a land of rivers and lakes. The broad Mississippi River runs 5,969 kilometers from Canada into the Gulf of Mexico. It is the world’s third longest river after the Nile and the Amazon.

4. The USA is a federation of 50 states. The federal capital is Washington, but each state has its own capital and its own government. State governments make their own laws and they are also responsible for education, for the state police force, for the prison system, for road building and many other things.

5. The USA is a parliamentary republic. The American parliament (called Congress) has 2 Houses: the House of Representatives and the Senate. Each state sends representatives and senators to Congress. Elections to the House of Representatives take place every 2 years while senators are elected for a period of 6 years. The US President is both head of state and government. He is elected for a four-year term. There are 2 main political parties in the USA: the Democratic and the Republican.

6. The USA is a highly developed industrial country. Its territory is rich in natural resources such as coal, oil, iron ore and natural gas. It has a developed automobile industry, ship-building, all kinds of machine building and heavy industries. The most important branches of light industry are textile, food and many others. It also has the best system of roads in the world.

Legislation in Great Britain

New legislation in Britain usually starts in the House of Lords. In each house a bill considered in three stages, called reading. The first reading is purely formal, to introduce the bill. The second reading is usually the occasion for debates. After the second reading the bill is examined in detail by a committee.

The bill is then returned to one of the houses for the report stage, when it can be amended. If passed after its third reading, it goes to the other house. Amendments made to the bill by the House of Lords must be considered by the Commons. If the House of Commons does not agree, the bill is altered and send bask to the Lords. In the event of persistent disagreement between the two houses, Commons prevails.

Finally, the bill goes to the reigning monarch for the royal assent. Nowadays the royal assent is merely a formality. In theory the queen could still refuse her consent, but the last monarch to use this power was Queen Anne, who vetoed the unpopular Scottish Militia Bill in 1707.

 

The court system of England and Wales

The most common type of a law court in England and Wales is the magistrates’ court. There are 700 magistrates’ courts and about 30,000 magistrates. More serious criminal cases then go to the Crown Court, which has 90 branches in different town and cities. Civil cases (for example, divorce or bankruptcy cases) are dealt with in county courts.

Appeals are heard by higher courts. For example, appeals from magistrates’ courts are heard in the Crown Court, unless they are appeals on points of law. The highest court of appeal in England and Wales is the House of Lords. (Scotland has its own high court of appeal in Edinburgh, which hears all appeals from Scottish courts). Certain cases may be referred to the European Court of Justice in Luxembourg. In addition, individuals have made the British Government change its practices in a number of areas as a result of petitions to the European Court of Human Rights.

The legal system also includes juvenile courts (which deal witch offenders under seventeen) and coroners’ courts (which investigate violent, sudden or unnatural deaths). There are administrative tribunals which make quick, cheap and fair decisions with much less formality. Tribunals deal with professional standards, disputes between individuals, and disputes between individuals and government departments (for example, over taxation).
