President Vladimir Putin accepted Prime Minister Mikhail Fradkov's resignation on Wednesday, immediately naming the obscure Viktor Zubkov to take his place in a surprise move that set off a new round of guessing games on who would succeed President Putin in 2008.

In a televised meeting with the President Wednesday, Fradkov submitted his resignation in order to facilitate the process of forming a new government for the upcoming parliamentary and presidential elections. Putin commended him for an outstanding job in office and went on to agree with his decision to resign. According to the Russian constitution, Putin had two weeks to choose a new prime minister who would then be approved by parliament. But Putin's choice was made just hours after the resignation.

"It's better to make certain cadre decisions now, to take certain steps in modernizing the government system to avoid faults connected to major changes," RIA Novosti quoted Putin as saying on Thursday, "but also to show the development vector, the structure of administrational and executive power in the period after the elections." Although his candidacy has yet to be approved at a Duma session Friday, Zubkov has already announced plans. "The government structure is not very effective," he told journalists Thursday. "That is why structural changes are inevitable."

In initial reports, politicians and experts agreed that whoever headed the new cabinet was the likeliest figure to succeed the President. In this context, Putin was expected to name first vice Prime Minister Sergei Ivanov, who has long stood out as one of the likely successors, to the post of Prime Minister.

THE RUSSIAN FEDERATION

The Russian Federation is the largest country in the world. It occupies one-seventh of the earth's surface and has a total area of about 17 mln square kilometres. The country is situated in the Eastern part of Europe and in the Northern part of Asia. People of more than a hundred nationalities live in the Russian Federation, its population is about 150 million.

The country is washed by 12 seas of three oceans: the Pacific, the Arctic, and the Atlantic oceans. In the south Russia borders on China, Mongolia, Korea, Kazakhstan, Georgia and Azerbaijan. In the west it borders on Norway, Finland, the Baltic States, Byelorussia, the Ukraine. Russia has a sea-border with the USA.

There is hardly a country in the world where such variety of scenery and vegetation can be found. We have steppes in the south, plains and forests in the midland, tundra and taiga in the north, highlands and deserts in the east. There are two great plains in Russia: the Great Russian Plain and the West Siberian Lowland. There are several mountain chains on the territory of the country: the Urals, which separates Europe from Asia, the Altai and others.

On the vast territory of the Russian Federation there are various types of climate, from arctic in the north to subtropical in the south. In the midland of the country the climate is temperate and continental.

There are a great many of rivers in Russia, the longest of them are the Volga in Europe, and the Ob, the Yenissei in Asia.

The Russian Federation is very rich in natural resources. It has deposits of oil, natural gas, coal, iron ore, nickel, gold, diamonds, zinc and almost all other minerals. Russia has one-sixth of the world's forests, which are concentrated in the European north of the country, in Siberia and in the Far East.

The capital of the Russian Federation is Moscow, with the population of about 10 million people.

Russia is a presidential republic. It is one of the leading powers in the world.

THE UNITED KINGDOM

The United Kingdom of Great Britain and Northern Ireland is situated on the British Isles. The British Isles consist of two large islands, Great Britain and Ireland, and about five thousands small islands. Their total area is over 244 000 square kilometres.

The United Kingdom is one of the world's smaller countries. Its population is over 57 million. About 80 percent of the population is urban.

The United Kingdom is made up of four countries: England, Wales, Scotland and Northern Ireland. Their capitals are London, Cardiff, Edinburgh and Belfast respectively. Great Britain consists of England, Scotland and Wales and does not include Northern Ireland. But in everyday speech «Great Britain» is used in the meaning of the «United Kingdom of Great Britain and Northern Ireland». The capital of the UK is London.
